Background:<\/p>\n

Last fall, a group of Altadena community organizations (the \u201cWhite Paper Coalition\u201d) rallied around an analysis of how\u00a0a new commercial project at Lake and Calaveras failed to meet Altadena\u2019s development standards. Community\u00a0pressure led to a revised project, on which construction slowly continues as the County works to hold the developer\u00a0to the approved plans.<\/p>\n

At the same time, a comprehensive, community-driven update to Altadena\u2019s zoning code, the Community StandardsDistrict (the \u201cCSD\u201d), continued to move forward. In 2013, the County had initiated a revision to the existing CSD, and\u00a0the Altadena Town Council appointed a volunteer committee of residents to work with the Department of Regional\u00a0Planning on the update.
\n[\/et_pb_text][\/et_pb_column][et_pb_column type=”1_2″ _builder_version=”3.25″ custom_padding=”|||” global_colors_info=”{}” custom_padding__hover=”|||”][et_pb_text admin_label=”Text” _builder_version=”3.27.4″ background_size=”initial” background_position=”top_left” background_repeat=”repeat” use_border_color=”off” border_color=”#ffffff” border_style=”solid” global_colors_info=”{}”]After three and a half years of hard work by the CSD committee, the draft update is now\u00a0under consideration for adoption, a process which includes public hearings and feedback. This document reflects\u00a0feedback from the White Paper Coalition.<\/p>\n

The proposed revisions to the CSD are, on the whole, very strong and generally reflective of our diverse community.\u00a0Since the draft was presented to the community, the Altadena CSD Committee has received comments from the\u00a0public and recommended additional revisions. The County \u201cstaff memo\u201d presented to the Regional Planning\u00a0Commission rejects each of the Committee\u2019s more recent recommendations.1<\/sup><\/p>\n

The revised CSD\u2019s \u201cPedestrian Character\u201d section is promising2<\/sup> and could have provided a much better project at Lake\u00a0and Calaveras. However, the White Paper Coalition strongly believes that there remains one glaring omission:<\/p>\n

New commercial buildings should be required to have public entrances where they face a commercial corridor.<\/p>\n

These entrances need not be primary entrances, but should allow pedestrians to enter the business whenever it is\u00a0open for business.<\/p>\n

In neighboring Pasadena, the thriving South Lake Avenue district buildings feature public entrances facing Lake\u00a0Avenue and behind, providing pedestrian access in the front, as well as in the rear where most parking is situated.
